Two municipalities in Eastern Visayas have been formally declared stable and peaceful, marking a significant milestone in the government’s ongoing campaign against insurgency.
General MacArthur in Eastern Samar and Kananga in Leyte were placed under the Stable Internal Peace and Security Condition (SIPSC), signifying their transition from long-standing conflict-affected areas into communities considered secure and development-ready.
Both towns had previously experienced insurgent influence, particularly in remote and geographically isolated villages where security threats disrupted basic services, slowed economic activity, and affected daily life. Despite these challenges, local communities remained engaged in sustained peacebuilding efforts over the years.
The declaration was made possible through a coordinated “whole-of-nation” approach involving military operations, law enforcement action, strengthened local governance, infrastructure programs, livelihood initiatives, and expanded social services aimed at addressing the roots of armed conflict.
General MacArthur Mayor Joel Baldo credited the achievement to unity among residents and government agencies.
He said the milestone reflects cooperation across barangay and municipal officials, national government agencies, and local communities working together to sustain peace and development.
Kananga Mayor Manuel Vicente Torres, on the other hand, said the declaration would be treated as a starting point rather than a conclusion, stressing the need to further strengthen social services, livelihood programs, and community resilience to prevent the return of insurgent activity.
He also reaffirmed the local government’s commitment to maintaining close coordination with security forces and development partners in safeguarding peace and enforcing the rule of law.
The Philippine Army’s 8th Infantry Division said the SIPSC declaration should be viewed as a shared responsibility among security forces, local officials, and residents. It urged continued public cooperation, particularly in providing timely information that could help prevent any resurgence of insurgency threats.
Authorities said sustained community engagement remains critical to preserving peace gains and ensuring early detection of security concerns.
With the latest declaration, General MacArthur and Kananga join more than 110 local government units in Eastern Visayas that have been classified under SIPSC, reflecting continued progress in the region’s long-term stabilization efforts.
The 8th Infantry Division said it will continue working with local stakeholders to maintain security gains and support long-term development in formerly conflict-affected areas.
