DOF Launches Pilot Rollout of National Single Window to Streamline Trade Processes

The Department of Finance (DOF) has launched the pilot go-live of the National Single Window–Integrated Trade Facilitation Platform (NSW-ITFP), describing it as a major step toward modernizing government services and improving ease of doing business in the Philippines.

The centralized digital system consolidates import, export, and transit regulatory processes into a single online platform, replacing fragmented manual workflows to speed up transactions, reduce paperwork, curb smuggling risks, and improve coordination among agencies.

A total of 72 trade-related and other government agencies are set to be onboarded in four phases from 2026 to 2028.

As part of the initial rollout, the Bureau of Internal Revenue (BIR) and the National Tobacco Administration (NTA) completed user acceptance testing and began live operations on June 22 with selected pilot clients. The system covers the issuance of the Authority to Release Imported Goods (ATRIG) and Import Commodity Clearance (ICC).

Finance Secretary Frederick D. Go said the platform is expected to improve trade efficiency and strengthen the country’s investment climate.

“The National Single Window will reduce red tape, lower costs, and speed up trade transactions,” Go said. “By digitalizing regulatory processes, we are making it easier to do business in the Philippines.”

The NSW-ITFP is being implemented under a Build-Operate-Transfer public-private partnership with TradeX Network Inc., with the Department of Information and Communications Technology (DICT) serving as system implementer and the DOF as lead policy agency for trade facilitation reforms.
