4 Nabbed, P17.2-M Diesel Seized In Malabon ‘Paihi’ Bust

Four people were arrested after authorities uncovered an alleged illegal petroleum operation involving the unauthorized transport and sale of diesel in Malabon City early Friday, July 10.

Operatives of the Criminal Investigation and Detection Group–National Capital Region Field Unit conducted the operation in Barangay Concepcion as part of the Philippine National Police’s campaign against illegal activities affecting public safety and economic security.

Police said the suspects were allegedly involved in a “paihi” scheme, which refers to the illicit diversion and sale of petroleum products.

Authorities seized approximately 105,000 liters of diesel, two tugboats, and other equipment believed to have been used in the operation.

The confiscated petroleum products and other pieces of evidence were valued at an estimated P17.22 million.

The PNP said the suspects were informed of the reason for their arrest and advised of their constitutional rights in a language they understood.

The operation was conducted in the presence of barangay officials.

Police said appropriate charges are being prepared for filing before the Office of the City Prosecutor.

PNP Chief Police General Jose Melencio Nartatez Jr. commended the operating team for its professionalism, observance of legal procedures, and commitment to protecting the public interest.

“Ang mahalaga sa atin ay patuloy nating napapalakas ang tiwala ng ating mga kababayan sa pamamagitan ng maayos at makatarungang pagpapatupad ng batas. These efforts are not only about enforcement, but also about protecting our communities, supporting legitimate businesses, and ensuring that everyone’s rights are respected,” Nartatez said.

Nartatez said the PNP remains focused on maintaining a safe and fair environment for communities and legitimate businesses.

“Our message is simple: the law applies equally to everyone. Patuloy nating paiigtingin ang ating operasyon laban sa mga iligal na gawain, habang pinangangalagaan ang karapatan ng bawat isa at ang tiwala ng publiko sa ating kapulisan,” he added.

The PNP said the operation forms part of its Enhanced Managing Police Operations framework and supports efforts to uphold the rule of law, protect legitimate businesses, and safeguard public welfare.

It added that coordination with partner agencies and local communities will continue to stop illegal activities that threaten the public interest.
