1-Rider Demands Equitable and Transparent Infrastructure Rules as No Contact Traffic Monitoring Resumes

The 1-Rider Party-list has called for fairness, transparency, and clear operational safeguards as local government units and transport agencies resume the implementation of the No Contact Apprehension Policy (NCAP) across key thoroughfares.

Representative Rodge Gutierrez stressed that while the technological framework aims to instill motorist discipline, structural issues on local roads must be resolved first to avoid unjust penalties.

“NCAP’s goal is good, but the problem lies in the implementation,” he said.

He also said, “Just outside the House of Representatives, the road markings along Commonwealth Avenue are confusing. Palagi may asphalting, wala pang lane markings, so paano po yun? Of course, sabi po nila that they vow to be fair. Pero mahirap na po ‘yun.”

The lawmaker highlighted how physical obstacles and poor road maintenance frequently force drivers into technical violations.

“Ang gusto, ang usual allegation is dapat diretso pa. Kung solid line, dapat diretso lang. Pero kung may pothole na iiwasan, notice for violation,” he also said.

He also said, “These are the things we’d like to avoid, that we’d like to study again, and that’s why we are seeking this hearing.”

The party-list emphasized that public safety policies must be backed by readable road signages, consistent maintenance, and accessible contesting mechanisms to ensure that the policy safeguards commuters without unfairly burdening everyday riders.
