Villafuerte-backed measure proposes digital credentials to verify AI agents’ authority

House committee on information and communications technology (ICT) chairman Rep. Migz Villafuerte and Deputy Majority Leader Rep. Luigi Villafuerte have authored a bill that seeks to establish rules for transactions conducted through artificial intelligence (AI) agents while ensuring human and corporate accountability.

House Bill (HB) No. 11014, titled the “AI Agent Transactions and Accountability Act,” recognizes that AI agents can negotiate, execute contracts and electronic documents, process transactions, and interface with Application Programming Interfaces, smart contracts, and other automated systems when authorized by a person or corporate entity.

“As AI agents become more capable of acting on behalf of people and businesses, our laws must keep pace. We need clear rules that establish accountability without unnecessarily holding back innovation,” Rep. Migz said.

HB 11014, authored by the Villafuertes alongside CamSur Rep. Tsuyoshi Anthony Horibata and Bicol Saro Rep. Terry Ridon, specifies that an AI agent does not possess independent legal personality or ownership rights.

Actions executed within the scope of authority assigned by a principal are legally attributed directly to that authorizing person or entity.

The proposed legislation directs the Department of Information and Communications Technology (DICT) to create a voluntary registration and Digital Authority Credential framework. The system would permit third parties to confirm a principal’s identity and verify the scope of an AI agent’s authority without disclosing confidential authentication data.

Mandatory registration under the bill is restricted to specific high-value, high-risk, or systemically significant autonomous transactions where current regulatory frameworks are deemed insufficient.

The bill includes provisions to protect digital asset ownership, self-custody, peer-to-peer transactions, and open-source software, while explicitly prohibiting requirements to reveal private keys, seed phrases, or security passwords.

It further incorporates protections for good-faith third parties relying on valid Digital Authority Credentials and calls for proportionate transaction record-keeping for legally binding autonomous operations carried out by registered AI agents.

Luigi explained that the legislative initiative forms part of a broader effort to prepare the country for the widespread integration of AI and emerging technologies.
