Speaker, DICT Officials Meet on House Blockchain Adoption

The Speaker of the House of Representatives met Wednesday with officials of the Department of Information and Communications Technology (DICT) as the Lower Chamber prepares to launch its congressional blockchain system.

Speaker Faustino “Bojie” Dy III held discussions with DICT Undersecretary David Almirol and other department officials and staff to finalize preparations for the initiative, which is aimed at improving transparency and public access to legislative records.

The project forms part of the Speaker’s broader push to make the work of the House more open, accountable, and easier for the public to scrutinize.

“Wala tayong itinatago, wala tayong pinagtatakpan, at bukas tayo sa pagsusuri ng sambayanan,” the Speaker earlier said.

The planned blockchain system is expected to allow citizens to access and monitor congressional documents in a more secure and verifiable manner.

House officials said the technology would be particularly useful in tracking the development and changes in key legislative records, including budget documents, by creating a secure digital trail that can be reviewed by the public.

The initiative is also seen as a step toward modernizing legislative processes while strengthening safeguards against unauthorized changes or manipulation of official documents.
