Power Grid Limitations Put Philippine Data Center Growth at Risk, BMI Report Finds

The Philippines’ expanding data center industry faces significant operational risks from power grid constraints as developers rush to build capacity for cloud computing, enterprise digitalization, and artificial intelligence (AI) workloads, according to a report by BMI, a Fitch Solutions company.

In its third-quarter 2026 assessment, BMI noted that the Philippine data center market currently consists of 44 facilities providing approximately 140 megawatts (MW) of live capacity, anchored by major sites like PLDT’s 50-MW VITRO Santa Rosa facility. An additional 43 MW is under construction, alongside a planned pipeline of 221 MW.

However, the research firm cautioned that turning this project pipeline into fully operational computing capacity will depend on the power sector’s ability to supply reliable and affordably priced electricity.

“In our view, its success will therefore depend on converting renewable projects and grid connections into energised capacity at competitive prices,” BMI said.

The surge in power demand arrives as data center developers transition toward larger campuses designed to support energy-intensive AI processing. While capacity remains concentrated within Greater Manila and the southern industrial corridor, investments are gradually moving into neighboring provincial hubs.

BMI emphasized that power availability will serve as a primary factor for hyperscalers deciding where to deploy capital. The Philippines is competing directly with neighboring Southeast Asian nations, including Malaysia, Indonesia, and Thailand, for large-scale data center investments.

While regional demand continues to grow, BMI warned that the country cannot assume business will automatically spill over from saturated neighboring markets. Instead, it must actively compete by offering suitable land, robust infrastructure, and dependable power connections.

“The Philippines must therefore compete for deployments rather than rely on automatic spillover,” BMI said.

To maintain competitiveness, the report noted that the government is taking steps to streamline approval timelines for hyperscalers, helping developers assemble land and power infrastructure faster than the six to nine months previously required.
