The Philippine National Police (PNP) has directed all Police Regional Offices (PROs) and National Support Units (NSUs) to strengthen compliance with the International Humanitarian Law (IHL) and human rights standards in all police operations as the country marks the 77th International Humanitarian Law Month this August.
PNP Chief Police General Jose Melencio C. Nartatez Jr. said the directive is intended to ensure that law enforcement operations remain firmly grounded in the rule of law while protecting the rights and dignity of civilians, particularly in conflict-affected communities.
The initative supports President Ferdinand Marcos Jr.’s directive, implemented through the Department of the Interior and Local Government, to promote professional, rights-based and accountable policing while ensuring the safety and protection of communities.
“We have directed all commanders to ensure that every police operation is conducted in accordance with the rule of law, human rights, and International Humanitarian Law,” Nartatez said.
“Our personnel will continue to undergo regular training, closely coordinate with partner agencies, and strictly follow operational procedures that prioritize the protection of civilians while effectively addressing security threats,” he added.
International Humanitarian Law sets the rules governing armed conflict and provides protection for civilians, the wounded, medical personnel, and individuals who are no longer participating in hostilities.
Nartatez said the PNP continues to draw lessons from the 2017 Marawi siege, where government security forces confronted complex operational challenges in their campaign against terrorist groups. He added that the conviction of members of the Maute group demonstrated that justice can be achieved through lawful and accountable institutions.
“I remind every police officer that professionalism is measured not only by mission accomplishment but also by respect for human dignity. Even in the most challenging security operations, exercise restraint, protect civilians, and uphold the law at all times,” the PNP chief said.
