PH Secures $6.78M Grant to Build Climate Investment Pipeline

The Philippines has secured a $6.78-million technical assistance grant from the Green Climate Fund to strengthen its capacity to develop, finance and implement projects addressing climate change.

The approval makes the Philippines the first country in Asia and the Pacific to receive GCF readiness support under the fund’s second replenishment period covering 2024 to 2027, the Department of Finance said.

The 60-month Third Readiness and Preparatory Support Programme, or RPSP 3, was approved on June 24, 2026.

“We welcome the GCF’s approval of this grant. More than financial support, it is an investment in the Philippines’ ability to turn climate ambition into action and deliver lasting benefits for the Filipino people,” Finance Undersecretary Joven Z. Balbosa said.

The program will help the government prepare and implement climate investments aligned with the National Adaptation Plan and the Nationally Determined Contribution Implementation Plan.

It will also strengthen coordination among government climate institutions, develop a pipeline of priority projects and improve knowledge management, monitoring and evaluation systems.

The DOF said the grant could help mobilize additional international financing for initiatives involving climate resilience, food and water security, clean energy and the protection of vulnerable communities.

The Global Green Growth Institute will serve as the department’s delivery partner, while the United Nations Development Programme and the Deutsche Gesellschaft für Internationale Zusammenarbeit will act as co-implementers.

RPSP 3 was developed through consultations led by the DOF with the Department of Environment and Natural Resources, Climate Change Commission, Department of Agriculture, Department of Science and Technology and other institutions.

The department said the process ensured that the program remained aligned with the country’s climate and sustainable development priorities.

Following the grant’s approval, the DOF began preparing a second proposal under the GCF Country-Driven Readiness window, which could provide up to $3 million in additional assistance.

“This readiness grant from the GCF will strengthen climate action in the Philippines by enhancing institutional capacity, reinforcing existing coordination mechanisms, and accelerating the development of a strong project pipeline further supporting country ownership,” GCF Regional Director for Asia and the Pacific Hemant Mandal said.

The DOF said the two proposals would help direct climate resources toward priority areas and support the Philippines’ transition to a resilient, low-carbon and sustainable economy.

As the country’s National Designated Authority to the GCF, the department leads efforts to secure climate financing and ensure that proposed projects are consistent with national development priorities.
