PH Leads ARF Talks on Strengthening Regional Security Cooperation

The Philippines chaired the 23rd ASEAN Regional Forum (ARF) Security Policy Conference (ASPC), where defense officials from across the Asia-Pacific discussed emerging security challenges and ways to strengthen regional cooperation amid a more complex global security environment.

Held virtually on June 15, 2026, the conference was presided over by Department of National Defense (DND) Undersecretary for Strategic Assessment and Planning Ignacio Madriaga in his capacity as ASPC Chair.

The discussions centered on reinforcing the ARF as a platform for dialogue and cooperation, with participants examining how ASEAN-led mechanisms can work more closely together to remain responsive to evolving regional and global security threats.

Officials emphasized the need to translate policy discussions into practical, action-oriented initiatives, particularly as geopolitical tensions, technological disruption, and non-traditional security risks continue to reshape the regional landscape.

In his remarks, Madriaga highlighted the growing importance of governance over critical underwater infrastructure, noting its direct impact on connectivity and maritime security. He also pointed to the rising influence of emerging technologies such as artificial intelligence and autonomous systems, which are transforming defense capabilities while also introducing new security vulnerabilities.

He said that in today’s increasingly complex strategic environment, cooperation among ARF members is no longer optional but essential.

“Cross-regional cooperation is not only necessary, but vital,” Madriaga said, underscoring the importance of sustained engagement among participating states.

The Philippines also raised its initiative to strengthen linkages between the ARF and the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), aiming to improve coordination between the two platforms in addressing shared security concerns.

Officials said closer synergy between the ARF and ADMM-Plus would help enhance practical cooperation, build mutual trust, and reinforce regional stability through more aligned defense and security dialogues.

The conference brought together representatives from ASEAN member states, dialogue partners, and other ARF participants, reflecting the forum’s continuing role as a key multilateral platform for security dialogue in the Asia-Pacific region.

As security challenges become increasingly interconnected, participants reaffirmed the need for sustained cooperation to ensure that regional mechanisms remain relevant, responsive, and capable of supporting long-term peace and stability.
