The Office of the Ombudsman has filed graft charges before a Cebu court against suspended Minglanilla Mayor Rajiv Enad and several municipal officials over their alleged refusal to act on a quarry rehabilitation plan.
In a statement released on Monday, June 22, the Ombudsman said it found probable cause to charge the officials for violation of Section 3(e) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act.
The case was lodged before the Regional Trial Court in Naga City, Cebu and stemmed from the local government’s alleged repeated failure to approve a rehabilitation plan covering a quarry site in Sitio Napo, Barangay Guindarohan.
Aside from Enad, those charged include Vice Mayor Elanito Peña and multiple members of the Sangguniang Bayan, along with the municipal administrator.
The filing comes after the officials were earlier placed under a one-year preventive suspension in February 2026 pending investigation of the same complaint.
The suspension temporarily disrupted the municipal leadership structure, prompting the Department of the Interior and Local Government to step in and oversee continuity of basic services.
Under succession rules, then–First Councilor Lheslen Enad assumed the role of acting mayor during the suspension period.
