The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) reported significant gains in peacebuilding and development efforts following its 9th Executive Committee Meeting, highlighting progress under the government’s National Action Plan for Unity, Peace, and Development (NAP-UPD) 2025–2028.
Officials cited expanded socio-economic programs in former conflict-affected areas, alongside strengthened reintegration, deradicalization, and law enforcement coordination under the administration’s whole-of-nation approach to ending insurgency.
Among the key milestones, the task force reported that the Barangay Development Program has funded nearly 10,000 infrastructure projects worth Php 46.85 billion, benefiting more than 15 million residents across over 5,600 barangays nationwide. These include farm-to-market roads, classrooms, health stations, water systems, electrification, and street lighting, aimed at improving access to basic services and supporting local economies.
The National Amnesty Program has also gained traction, with over 13,000 applicants, reflecting increased confidence in government reintegration initiatives. Authorities likewise advanced measures to curb terrorist financing and proposed legislation to prevent youth radicalization.
Despite these gains, the task force emphasized the need to sustain momentum and strengthen coordination among national agencies and local government units, noting evolving security threats and the rise of online recruitment.
The Executive Committee endorsed key policy directions, including extending the amnesty program, expanding development funding, and reinforcing institutional mechanisms to accelerate peacebuilding and service delivery nationwide
