Move It Rider’s Family Receives ₱500K Aid; Survivor to Get New Motorcycle

Senator Raffy Tulfo extended financial assistance to the family of slain Move It rider Fabio Norberte Jr. and pledged to provide a new motorcycle to another rider who survived a similar attack allegedly carried out by the same suspect.

Fabio’s sister, Nancy Norberte, sought help from Raffy Tulfo in Action (RTIA) to seek justice for her brother, who was killed after being stabbed and robbed by his passenger, identified as Jeffrey Catacutan, 43, in the early hours of July 14 in Barangay 20, Caloocan City.

CCTV footage showed Catacutan getting off the motorcycle before allegedly pulling out an ice pick and stabbing Fabio on his right side. The victim managed to run away from the suspect but later succumbed to his injuries.

Catacutan allegedly fled with Fabio’s motorcycle after the attack.

During a video call with Sen. Tulfo, Nancy shared that Fabio’s wife had already passed away, leaving him as the sole provider for their three-year-old child, who is now orphaned.

Tulfo also contacted Move It General Manager Wayne Jacinto to discuss the assistance the company would provide to the victim’s family. Jacinto said the company has an insurance policy for such incidents amounting to ₱500,000 and would provide an additional cash assistance equivalent to the insurance amount while the claim is being processed.

Nancy said that while their primary concern remains seeking justice for Fabio, the financial assistance would greatly help in supporting the child left behind, especially since the family members who will care for the child are already elderly and without stable sources of income.

Tulfo also sought an update from Caloocan City Police Station chief PCOL. Joey Goforth regarding the case.

Goforth said Catacutan is currently in the custody of the Malabon City Police Station, where he was subjected to inquest proceedings for robbery hold-up charges. In Caloocan, authorities filed inquest cases for robbery with homicide and carnapping.

According to Goforth, the investigation showed that Catacutan had previously been involved in a similar incident and had been arrested in Malabon before, but was later released on bail. He assured Tulfo that the suspect would no longer be able to secure release due to the non-bailable cases filed against him in Caloocan.

Tulfo also interviewed another TNVS rider, John Rick Mackay, who said he was also allegedly robbed and stabbed by Catacutan but survived the attack.

Mackay said the suspect’s alleged modus was to pretend that he did not have a cellphone to book a ride through the app and claim he had an emergency, allowing him to gain access to riders before attacking them.

Although Mackay survived, he was unable to recover his motorcycle, which served as his main source of income. Tulfo then promised to provide him with a brand-new motorcycle.

Tulfo also sent his staff to personally deliver the ₱500,000 assistance from his own funds to Fabio’s family, for which Nancy expressed gratitude.

As chairman of the Senate Committee on Public Services, Tulfo urged Move It and other motorcycle taxi companies, in coordination with the Land Transportation Franchising and Regulatory Board (LTFRB), to strengthen measures against passengers who commit crimes against riders.

Jacinto agreed with the proposal and said passengers who commit violations against riders are automatically banned from using their platform.
