The Metropolitan Manila Development Authority and the World Bank have strengthened efforts to improve solid waste management systems across Metro Manila through a knowledge-sharing session for local government units.
The session, conducted by the MMDA’s Solid Waste Management Office, focused on the Ring-Fencing Mechanism under the Clean Metro Manila initiative, which is part of Phase 1 of the proposed Clean Philippines Vertical Multiphase Programmatic Approach.
Representatives from Metro Manila’s 17 LGUs attended the activity, including solid waste managers, their representatives and members of their respective Local Finance Committees.
The session aimed to deepen participants’ understanding of financing and performance mechanisms designed to support more effective waste management programs.
Participants were briefed on the ring-fencing mechanism and the implementation of Performance-Based Grants, which serve as key milestones and performance indicators under Component 2 of the program.
The component seeks to improve local service delivery and strengthen the implementation of solid waste management initiatives.
The MMDA said the activity would help LGUs improve their capacity to implement waste management programs while promoting accountability and efficient resource use.
It added that its partnership with the World Bank forms part of continuing efforts to establish more sustainable, efficient, and environmentally responsible solid waste management systems across Metro Manila.
The initiative also seeks to strengthen coordination among local governments and development partners in addressing the capital region’s waste management challenges.
