MMDA, DOLE Mobilize 10,000 TUPAD Workers for Flood Cleanup

  • July 13, 2026

The Metropolitan Manila Development Authority and the Department of Labor and Employment will deploy 10,000 workers to clear waterways and strengthen flood preparedness across Metro Manila.

The initiative was formalized through a memorandum of agreement expanding the agencies’ partnership under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program.

The deployment supports President Ferdinand R. Marcos Jr.’s directive to intensify the cleaning of esteros, creeks, canals, drainage systems, and other waterways before and during the rainy season.

TUPAD beneficiaries will be assigned to critical and flood-prone areas, where they will remove debris and other obstructions that restrict water flow and worsen flooding.

Each beneficiary will work for 30 days and receive wages based on the prevailing minimum wage.

The MMDA said the program combines flood mitigation efforts with temporary livelihood assistance for workers facing economic hardship.
