A man who is accused of rape 15 years ago was apprehended by the authorities while he was applying for a clearance at the National Bureau of Investigation-Iligan District Office (NBI-ILDO).
The NBI reported that the accused, Ricardo Mabulay, personally applied for an NBI Clearance on May 14, 2026 but during the verification and evaluation of his application documents, the agency’s clearance system revealed an attached derogatory record for crime of Rape with an “Action Taken: Wanted” remark.
NBI personnel made further verification and learned that the derogatory record reflected the same name, criminal case number, offense charged, court of origin, and address appearing in the Warrant of Arrest issued by the Regional Trial Court, Branch 80.
When Mabulay was asked about the derogatory record, he acknowledged the existence of the criminal case to NBI Agents. However, he claimed that the case was already settled.
The accused was temporarily placed on hold when the NBI-ILDO Office secured and verified an official copy of the Warrant of Arrest through the NBI Identification and Records Division (IRD).
Then, the accused was formally arrested, informed of the nature and cause of his arrest, and was informed of his constitutional rights and will face appropriate commitment proceedings from the issuing court.
