Regulatory limits governing ride-hailing fleets have come under intense scrutiny as government authorities move to penalize a motorcycle taxi operator for allegedly bypassing official caps on driver onboarding.
The Land Transportation Franchising and Regulatory Board (LTFRB) confirmed it has launched a formal investigation into a motorcycle taxi platform provider accused of registering more riders in its digital system than authorized under government guidelines.
Legal proceedings concerning the platform provider remain active, restricting the release of specific case details while under review, according to an LTFRB statement.
The agency clarified that its ruling on the violation is not yet final following a motion for reconsideration submitted by the platform provider.
Central to the dispute is the status of unauthorized drivers who joined the platform under the assumption that their registrations complied with state guidelines.
The LTFRB noted that it is prioritizing the welfare of thousands of affected riders who invested their own financial resources to secure employment, operating in good faith under existing rules.
To resolve the enforcement gap without causing widespread displacement, the agency is formulating regulatory measures to address the riders’ legal standing while enforcing strict compliance controls over digital registration systems.
The LTFRB added that it maintains its mandate to safeguard public commuters, transport workers, and industry stakeholders across the public service sector.
