The House of Representatives has concluded its plenary deliberations on the proposed 2027 budgets of several major executive departments and government agencies, clearing key funding packages for justice, environmental conservation, urban management and climate initiatives.
Among the measures approved on the floor was the P43.305-billion proposed allocation for the Department of Justice (DOJ) and its attached agencies. The funding is earmarked to bolster criminal investigation and prosecution, legal assistance, immigration enforcement, correctional services, and general judicial administration.
Justice Sector Allocations
Under the justice department’s proposed spending plan, the Office of the Secretary receives the largest share at P13.93 billion, followed by the Bureau of Corrections (BuCor) with P11.93 billion to support penal rehabilitation programs and system modernizations.
The remaining justice allocations include P7.10 billion for the Public Attorney’s Office (PAO), P3.28 billion for the Land Registration Authority (LRA), P3.03 billion for the National Bureau of Investigation (NBI), P2.98 billion for the Bureau of Immigration (BI), P2.14 billion for the Office of the Solicitor General (OSG), P1.25 billion for the Parole and Probation Administration (PPA), P338.67 million for the Presidential Commission on Good Government (PCGG), P310.17 million for the Office of the Government Corporate Counsel (OGCC) and P138.75 million for the Office for Alternative Dispute Resolution (OADR).
Environmental Conservation & Urban Infrastructure Funding
In addition to the justice sector, lawmakers approved the P28.041-billion budget for the Department of Environment and Natural Resources (DENR) and its affiliated bodies. The DENR’s plan outlines key targets for 2027, including interventions across 15 water-stressed river basins, P124 million in financial support to water districts for underserved barangays and the creation of 10 new Minahang Bayan sites alongside the issuance of 43,596 land patents.
The environmental agency will also extend assistance to 4,400 barangays for Materials Recovery Facilities (MRFs), conduct site assessments for 53 local government units, develop conceptual designs for solid waste facilities across 68 local units, conduct vulnerability assessments across 83 municipalities, map coastal risks in 82 local units, and evaluate groundwater resources in 50 areas. On top of these goals, the DENR will maintain 121 legislated protected areas covering 4.51 million hectares, 12 marine protected area networks and 70 wildlife rescue centers nationwide.
Meanwhile, the Metropolitan Manila Development Authority (MMDA) secured approval for its P6.56-billion proposed allocation. The funds will maintain essential urban operations across Metro Manila, including solid waste management, traffic and transport administration, flood control and sewerage management, roadside maintenance and the Pasig River Ferry Service.
Earlier in the sessions, the House also terminated plenary scrutiny for the Climate Change Commission (CCC), which is set to receive P183.482 million under the 2027 National Expenditure Program (NEP).
