The Department of Social Welfare and Development has secured approval from the Department of Budget and Management for a strengthened organizational structure for the Pantawid Pamilyang Pilipino Program, including the creation of a 4Ps Bureau and 5,703 plantilla positions.
The DSWD said the approval marks a major institutional reform for the country’s flagship social protection program, which was institutionalized under Republic Act No. 11310 in 2019.
Under the enhanced structure, the DSWD will establish a 4Ps Bureau at the Central Office and dedicated 4Ps Divisions in all Field Offices, including the newly created Negros Island Region.
Of the approved posts, 5,627 plantilla positions will be placed in DSWD Field Offices nationwide. These include 5,172 City and Municipal Links, 83 Provincial Links, 83 Social Welfare Officer III positions, 17 Division Chiefs, 617 Assistant Division Chiefs, and other technical, financial, administrative, and program support positions.
At the Central Office, 76 plantilla positions were approved to support the operations of the new 4Ps Bureau and its functional divisions.
The DSWD said the new staffing structure will strengthen key program functions, including family development sessions, compliance verification, grievance redress, beneficiary data management, information systems, finance, human resource management, and administrative support.
The agency said the reform is expected to improve program management and service delivery for more than four million 4Ps partner-beneficiary households nationwide.
DSWD Secretary Rex Gatchalian welcomed the DBM approval, calling it a landmark reform for both the program and the workforce implementing it.
“The Pantawid Pamilyang Pilipino Program has transformed the lives of millions of Filipino families because of the unwavering commitment of our field personnel and the strength of our partnerships over the years. The approval of the enhanced organizational structure marks a defining moment in the continuing institutionalization of the 4Ps. By establishing the 4Ps Bureau, strengthening our regional presence, and creating plantilla positions across the organization, we are building a stronger institution that will enable us to deliver more responsive, efficient, and sustainable social protection services to Filipino families,” Gatchalian said.
Gatchalian said the approved structure also recognizes the personnel who have spent years implementing the program in communities across the country.
“Behind every successful 4Ps beneficiary is a dedicated workforce that has tirelessly served communities, often under challenging conditions. These organizational reforms recognize the vital role of our personnel and provide a stronger institutional foundation for the program’s future. As implementation moves forward, the filling of approved plantilla positions, including the regularization of qualified personnel, shall be undertaken in accordance with Civil Service Commission, Department of Budget and Management, and DSWD policies to ensure transparency, fairness, and merit-based appointments,” he said.
The DSWD said the DBM approval is expected to strengthen policy development, program management, operational efficiency, and service delivery at the national and regional levels.
It said the reform also supports the Marcos administration’s goal of strengthening government institutions and investing in personnel who deliver essential public services.
By creating a stronger organizational framework for 4Ps, the DSWD said it aims to sustain the country’s flagship poverty reduction program and provide better institutional support to thousands of personnel serving communities nationwide.
