A proposed measure seeks to modernize the country’s military registration system by automatically listing eligible Filipino citizens in the reserve force database to strengthen national preparedness, disaster response, and defense readiness.
Senate Bill No. 2042 proposes amendments to the Citizen Armed Forces of the Philippines Reservist Act by requiring the automatic and continuous military registration of Filipinos aged 18 to 25 through existing government databases, including the Philippine Identification System.
The measure aims to give the Department of National Defense a more accurate and updated registry of citizens who may be tapped for military support, civil defense, humanitarian missions, disaster response, and other forms of national service when needed.
The bill’s author, Senator Robinhood “Robin” Padilla, said the proposal responds to emerging threats and challenges facing the country, including tensions in the West Philippine Sea, cybersecurity risks, natural disasters, and other emergencies that may require swift mobilization.
“Hindi natin hinihiling na magkaroon ng digmaan bago tayo maghanda. Ang tunay na sukatan ng isang matatag na bansa ay ang kahandaan nito bago pa man dumating ang anumang krisis,” he said.
The measure does not create a standing army and does not automatically place registered citizens into active military service. Instead, it seeks to streamline registration through government records while reducing administrative burden on citizens.
Under the proposal, the registry must comply with data privacy and protection laws to ensure that personal information is properly handled and secured.
The bill also covers Filipinos living abroad by allowing automatic registration through available government databases, including passport records. Overseas Filipinos would be allowed to verify and update their information through secure digital and consular channels.
The proposal cited the need for an organized reserve system that can support the country not only during security threats but also during typhoons, earthquakes, floods, and other major disasters.
“Hindi lamang ito usapin ng depensa. Usapin din ito ng pagtulong sa panahon ng sakuna, paghahanda sa panahon ng krisis, at pagtitiyak na may sapat na tao ang bansa kapag kinakailangan,” the senator said.
The measure seeks to promote a stronger culture of preparedness and civic responsibility while helping government agencies respond more efficiently during national emergencies.
