24 Chinese Nationals Held in Panabo for Alleged Immigration Violations

Twenty-four Chinese nationals were apprehended in Panabo City, Davao del Norte, during a joint enforcement operation targeting alleged immigration violations and unauthorized employment.

The operation was conducted on May 25, 2026, by the Bureau of Immigration (BI) Region XI, with support from the 10th Infantry “Agila” Division of the Philippine Army, at Purok 4, Barangay New Little Panay.

Authorities said the operation stemmed from intelligence reports on foreign nationals allegedly working in the area without proper authorization and using questionable immigration documents.

Initial verification covered 27 Chinese nationals. Of the number, 24 were found to have allegedly violated Commonwealth Act No. 613, or the Philippine Immigration Act of 1940.

The alleged violations included misrepresentation, overstaying, working without the required visa or permit, and engaging in unauthorized employment.

Authorities also found that several of the apprehended foreigners were allegedly working for a company different from the entity that petitioned their visas. Others, despite holding tourist visas, were reportedly engaged in paid work without the proper permits and working visas.

The apprehended Chinese nationals were placed under custody at the compound of Tri-Shining International Oil Corporation/Kunheting Corporation in Barangay New Little Panay for initial processing and documentation by immigration authorities.

The Bureau of Immigration XI led the operation as part of the government’s intensified campaign against illegal employment and immigration violations involving foreign nationals in the region.

he 10th Infantry Division, said the operation showed the importance of coordination among agencies in enforcing the law and protecting national interests.

“This successful operation reflects the strong coordination among government agencies in addressing unlawful activities involving foreign nationals,” Luzon said.

He said the 10ID would continue supporting lawful enforcement operations that promote public safety and national security within its area of operation.

Authorities said further investigation and documentation are underway to determine the full extent of the violations and identify other individuals who may be involved.
