PNP Reshuffles Leadership as Retirements Prompt Key Reassignments

The Philippine National Police (PNP) has carried out another round of leadership changes involving five generals and a colonel, as a wave of retirements continues to trigger movements within the organization’s senior ranks.

The reshuffle affected key posts in regional commands, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Cagayan Valley, as outgoing officials reached mandatory retirement age.

Under the new assignments, BARMM police director Maj. Gen. Jaysen De Guzman has been named Director for Personnel and Records Management at national headquarters, replacing Maj. Gen. Constancio Chinayog Jr., who retired upon reaching the mandatory retirement age.

Brig. Gen. Christopher Abecia, previously assigned to the PNP Headquarters Support Service, will take over as BARMM regional director, while Brig. Gen. Manuel Javier has been designated as the new head of the support unit under the Office of the PNP chief.

In Cagayan Valley, Brig. Gen. Antonio Marallag Jr. has been appointed director for Research and Development, replacing Brig. Gen. Kirby John Kraft, who is also set to retire.

Marallag’s previous post will be filled by Brig. Gen. Mariano Rodriguez, who was earlier serving as deputy regional director for administration in Davao. Meanwhile, Col. Harry Domingo has been assigned as the new deputy regional director for administration in the Davao region.

PNP spokesperson Brig. Gen. Randulf Tuaño said the latest movements are part of an ongoing cycle of adjustments within the police organization as senior officials reach retirement age.

He noted that more changes are expected in the coming months, particularly in May, when additional senior officers are scheduled to retire, prompting further reassignments across key units.

Tuaño added that the PNP is preparing for continued transitions throughout 2026 as part of regular succession and personnel management within the force.
