NAPOLCOM Probes EDSA Busway Crash Involving Police Vehicle

A separate investigation has been launched by the National Police Commission (Napolcom) into the April 17 collision between a Philippine National Police (PNP) vehicle and a passenger bus along the EDSA Busway in Quezon City, intensifying scrutiny over the conduct of police personnel caught in a now-viral incident.

The move runs parallel to an earlier probe initiated by the PNP, with officials vowing accountability if violations are established.

Napolcom Vice Chairman and Executive Officer Rafael Vicente Calinisan said the commission ordered a motu proprio investigation to determine administrative liability and ensure transparency.

The driver of the police vehicle, identified as Chief Master Sergeant Jenifer Bredico of the PNP Logistics Support Service, appeared before Napolcom and publicly admitted fault, issuing an apology to both the bus driver and the public. 

He likewise acknowledged that the police coaster swerved across multiple lanes, an action that led to the collision, and said he had attempted to enter the busway to pick up passengers as part of a “Libreng Sakay” operation.

Calinisan criticized the officer’s actions, describing them as a serious embarrassment to the police force. He stressed that the uniform does not grant authority to disregard traffic rules or mistreat civilians, especially after reports that the bus driver, Jessie Soledad, was initially blamed and even asked to shoulder the damages.

The incident, captured on video and widely shared online, has fueled public outrage and raised questions about discipline within the ranks. Napolcom said administrative charges will be filed if evidence supports violations, underscoring its commitment to hold erring personnel accountable and preserve public trust.
