Angara urges private schools to ensure SHS voucher program remains corruption-free

Department of Education (DepEd) Secretary Juan Edgardo Angara called on private education institutions to help ensure that the government’s Senior High School voucher program is implemented transparently and free from corruption.

Angara made the appeal during the 351st meeting of the Private Education Assistance Committee, where education leaders discussed ways to strengthen cooperation between the government and private schools.

“Sa ngayon, nakatutok tayo sa pagpapabuti at pagpapalawig ng implementasyon ng ating voucher programs sa bansa,” Angara said.

“And it begins with meaningful conversations with our leaders in private education institutions to ensure that our priorities are aligned in implementing the program,” he added.

The DepEd said improving the delivery of the Senior High School voucher program remains a priority as the government continues to support students enrolled in private institutions.

Officials also said the updated guidelines for the Expanded Government Assistance to Students and Teachers in Private Education will prioritize learners from low-income and middle-income households.

During the meeting, Angara also directed the department’s management committee to enhance the classroom observation system under the teacher growth and performance framework.

The initiative aims to strengthen instructional support systems while ensuring that teacher evaluations remain fair and manageable.

Under the proposed framework, teacher performance will be assessed using four components: learner evidence, professional artifacts, collaboration and professional engagement, and a single classroom observation.

Each component will account for 25 percent of the overall evaluation to ensure that no single factor disproportionately determines a teacher’s rating.

DepEd said the policy is designed to support teachers’ professional growth, manage workload more effectively, and improve learning outcomes across schools.

The meeting was attended by education leaders including representatives from the Catholic Educational Association of the Philippines and school heads from private institutions participating in the government assistance program.
