Detailed duty officers from the armed services and law enforcement agencies have been deployed to continuous joint shifts following the National Disaster Risk Reduction and Management Operations Center’s (NDRRMOC) escalation to Blue Alert status for Undas 2026.
Effective Friday, October 30, the shift from White Alert to Blue Alert mandates round-the-clock physical staffing at the NDRRMOC by personnel from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), and Philippine National Police (PNP).
The operational ramp-up was formalized under NDRRMC Memorandum No. 308, series of 2026, issued by Office of Civil Defense (OCD) Administrator Undersecretary Harold Cabreros in his capacity as Executive Director of the Council.
To streamline inter-agency actions across regions, a virtual Emergency Operations Center (EOC) was simultaneously activated, linking member agencies and Regional Disaster Risk Reduction and Management Councils (RDRRMCs).
Under the heightened alert posture, OCD Regional Offices, the NDRRMC, Regional DRRMCs, and Local DRRMCs are maintaining coordinated oversight across key public areas.
Field measures include monitoring foot traffic and crowd control in cemeteries, memorial parks, columbaria, and major transport hubs, as well as enforcing local traffic rerouting schemes to maintain vehicle flow.
Ahead of the holiday travel peak, local response units also completed emergency road and bridge repairs on access routes leading to major burial grounds.
Participating agencies are maintaining active monitoring of weather patterns and potential regional hazards to ensure rapid issuance of situational advisories and public warnings.
The OCD urged travelers and cemetery visitors to stay vigilant, adhere to site safety guidelines, and monitor official weather and security advisories throughout the holiday weekend.
