The Senate Electoral Tribunal (SET) on Friday denied a motion for reconsideration with an amended petition for quo warranto filed by Bertini Causing aimed at unseating Sen. Erwin Tulfo.
“In today’s session, October 16, 2026, the Senate Electoral Tribunal acted on SET Case No. 001-25, Bertini Cataluna Causing v. Erwin Teshiba Tulfo aka Erich Sylvester Tulfo… The Tribunal denied the Motion for Reconsideration with Amended Petition for Quo Warranto, without prejudice to the filing of any other petition,” lawyer Luis Jose Geronimo, secretary of the Tribunal, said in the signed decision.
The tribunal explained that the petition was turned down because it was submitted past the prescribed deadline set by the 2020 SET Rules, while also failing to meet mandatory filing and service requirements.
The motion for reconsideration sought to overturn Resolution No. 25-01 issued by the tribunal on March 2, 2026, which originally dismissed Causing’s quo warranto petition for being insufficient in form.
In his initial filing, Causing argued that Tulfo should be removed from the Senate on grounds of alleged disloyalty to the Philippines, allegiance to the United States, lack of Filipino citizenship, affiliation with a political dynasty, and non-compliance with educational qualifications.
“The Tribunal further found that the Amended Petition itself remained insufficient in form. Thos ruling was made pursuant to a 6-3 vote, with 6 in favor and 3 against,” the tribunal decision added.
