Manila City Mayor Francisco “Isko Moreno” Domagoso has issued a stern warning to traffic violators as the city government officially activated its enhanced No Contact Apprehension Program (NCAP 2.0) across major thoroughfares.
Speaking during a municipal ceremony, Domagoso emphasized that high-resolution monitoring technology leaves no room for personal negotiations or administrative exemptions.
“Lahat pantay-pantay. Wala nang siga, walang malapit sa kusina. Kapag lumabag, penalty ka,” he said.
He also said, “You cannot argue with technology. Maaaring makipagtalo sa enforcer, pero sa technology, huli. Sa huli, walang lusot.”
City officials clarified that automated traffic captures will undergo strict validation by authorized personnel before notices of violation are formally issued.
Domagoso urged all motorists to strictly follow traffic laws, noting that technology-driven enforcement guarantees equal accountability for public figures and ordinary commuters alike.
