Malacañang suspended face-to-face government work and in-person classes at all levels across Metro Manila and 12 nearby provinces starting at 12 noon on Monday due to heavy Southwest Monsoon (habagat) rains.
Under Memorandum Circular No. 127, signed by Executive Secretary Ralph Recto following a PAGASA heavy rainfall warning, affected regions will shift to alternative work arrangements and online learning modes. The order covers the National Capital Region alongside the provinces of Zambales, Bataan, Bulacan, Pampanga, Tarlac, Nueva Ecija, Cavite, Batangas, Rizal, Laguna, Quezon, and Occidental Mindoro.
Agencies delivering basic and health services, disaster response, and vital public functions remain fully operational. Local chief executives retain the authority to declare localized suspensions in areas outside the specified provinces or order full class cancellations, while private sector employers may determine their own work suspension or remote policies.
