16 Insurgency-Linked Individuals Surrender, Cut Ties in Northern Luzon Peace Push

Sixteen individuals in Region 1 have either surrendered or formally severed ties with communist-linked organizations in a span of one week, in what police described as a continuing gain for government peace and security initiatives in Northern Luzon.

The Philippine National Police (PNP) said the development was recorded from June 15 to 21, 2026, as a result of sustained law enforcement operations, community engagement, and coordination with local stakeholders.

Of the total, nine individuals voluntarily surrendered after previously being associated with communist front organizations. Six others formally withdrew their affiliation—comprising three former members and three supporters—while one individual linked to an underground mass organization also renounced ties and opted to return to civilian life.

Authorities said the disengagements highlight the combined effect of intelligence-driven policing and community-based interventions aimed at weakening insurgent influence and encouraging peaceful reintegration.

The PNP noted that the development aligns with its ongoing operational strategy under its Focused Agenda, particularly programs focused on enhanced operational management, intelligence coordination, and localized peace-building initiatives. These efforts form part of broader government stability measures under the Marcos administration.

PNP Chief Gen. Jose Melencio Nartatez Jr. welcomed the outcome, saying it reflects growing public preference for peaceful participation in government-led development efforts.

“These developments show that more people are choosing peace and cooperation with the government and their communities,” Nartatez said, adding that each individual who returns to lawful society contributes to stronger and safer communities.

He said the police force will continue strengthening community engagement and coordination with local governments and partner-agencies to sustain momentum in peace efforts.

The PNP reiterated its commitment to support reintegration programs and maintain visible presence in communities to prevent the resurgence of insurgent influence, in line with its broader goal of sustaining peace and order nationwide.
