Senate Majority Ready for Special Session as Talks on Leadership Continue

A senator said the majority bloc is prepared to convene for the special session on Wednesday, stressing that senators are ready to perform their mandate amid ongoing discussions on Senate leadership and quorum dynamics.

Senate Majority Leader Juan Miguel “Migz” Zubiri said the agenda for the special session is “clear and urgent,” covering priority measures on healthcare, education funding, and assistance programs for Filipinos in crisis situations. He added that the session will also include the confirmation of military officials and foreign service appointments by the Commission on Appointments.

The majority leader said senators will report for work at 9 am on Wednesday, emphasizing the need for the Senate to focus on legislative duties. “Walang drama, walang delay, walang dahilan para hindi magtrabaho,” he said, adding that lawmakers should act swiftly on measures that serve the public interest.

Meanwhile, Sen. Erwin Tulfo said the majority bloc expects at least 13 senators to attend, which he said would be enough to establish a quorum for the special session. He expressed hope that leadership tensions within the chamber would be resolved as senators return to work.

The neophyte senator also said discussions are ongoing with some members of the opposing bloc, including at least one senator who has reportedly signaled willingness to attend the session, though he clarified that commitments regarding alignment remain uncertain.

Sen. Francis Pangilinan said the bloc aligned with acting Senate leadership already has 12 members, and with additional attendance expected, they would reach at least 13 senators, which is enough to convene the session regardless of participation from the opposing group.

Lawmakers said they are preparing for different scenarios as internal Senate negotiations continue, but expressed hope that proceedings will remain orderly as Congress moves forward with the President’s call for a special session.
