A proposed measure in the Senate seeks to give the growing Balik-Islam community a dedicated voice in the National Commission on Muslim Filipinos (NCMF).
Senate Bill No. 604, or the proposed Balik-Islam Commissioner Act, aims to amend Republic Act No. 9997, also known as the NCMF Act of 2009, by creating a commissioner position specifically representing the Balik-Islam sector.
The bill was filed by Senator Robinhood Padilla as part of efforts to strengthen sectoral representation within the commission.
At present, the NCMF includes sectoral representation for women, youth, and the Ulama. The proposed measure seeks to expand this structure by recognizing the distinct concerns of Balik-Islam Filipinos, particularly in areas involving religious education, identity, community integration, access to development programs, and participation in policymaking.
The measure notes that many Balik-Islam Filipinos continue to face challenges that may not be fully addressed under existing policies and programs for Muslim communities.
By creating a dedicated seat in the NCMF, the bill seeks to ensure that their concerns are directly raised in discussions on welfare, education, livelihood, community development, and other programs affecting Muslim Filipinos.
The Balik-Islam community has also been cited for its role in promoting greater understanding of Islam in the country, as well as in supporting interfaith dialogue, peace-building efforts, mutual respect, and social cohesion.
The proposed commissioner position is intended to strengthen the participation of Balik-Islam Filipinos in government programs and policy formulation, especially on matters that directly affect their communities.
The bill emphasizes that inclusive governance requires meaningful participation from different sectors, including those whose specific concerns may otherwise be overlooked.
Through broader representation in the NCMF, the measure seeks to help the government craft more responsive and equitable programs for Muslim Filipino communities.
