NAPOLCOM Backs Cops in Viral Mandaluyong Incident

National Police Commission (NAPOLCOM) Commissioner Rafael Vicente Calinisan has backed two Mandaluyong City police officers who were seen in a viral video being mocked by a carwash worker, saying they showed restraint and professionalism despite provocation.

Calinisan personally visited the carwash establishment to meet with its owner, employees, and the police personnel involved as part of the commission’s effort to promote accountability, improve understanding, and reinforce proper conduct in police-community encounters.

The incident reportedly happened during the enforcement of a city ordinance involving Patrolman Lloyd Martin Desuloc Justo and Patrolman Chiquito Sia Tabiolo of Sub-Station 4.

Based on initial reports and available footage, Calinisan said the officers exercised maximum tolerance and handled the situation with the discipline expected of law enforcers.

“Maximum tolerance matters. Hindi lahat ng provocation ay kailangang sagutin ng galit o puwersa. Ang tunay na sukatan ng propesyonalismo ng isang pulis ay ang kakayahang magpigil, manatiling kalmado, at pairalin ang batas nang may respeto sa dignidad ng bawat tao,” Calinisan said.

He also reminded the public that respect between citizens and police officers must go both ways.

While law enforcers are expected to uphold the highest standards of conduct, Calinisan said members of the community should also cooperate with authorities and engage them respectfully, especially during lawful enforcement operations.

“Ang kapulisan at ang mamamayan ay hindi dapat magkatunggali. Magkatuwang tayo sa pagpapanatili ng kaayusan at kapayapaan sa ating mga komunidad. Kapag may respeto sa isa’t isa, nagiging madali ang pagpapatupad ng batas at lumalakas ang tiwala ng taumbayan sa ating mga institusyon,” he said.

Calinisan said NAPOLCOM will continue to recognize police officers who demonstrate discipline, restraint, and professionalism in the performance of their duties.

He also stressed that the commission remains committed to holding accountable police personnel who fail to meet the standards expected of public servants.
