11 Leyte Towns Declared Stable And Peaceful

Eleven municipalities in Leyte’s 2nd District have been declared under Stable Internal Peace and Security Condition (SIPSC), marking a major step in efforts to sustain peace, strengthen local governance, and support development in communities previously affected by insurgency.

The ceremonial declaration was held on May 29 at the Municipal Gymnasium of Tabon-Tabon, Leyte.

The municipalities covered by the declaration are Tabon-Tabon, MacArthur, Dagami, Barugo, Pastrana, Tunga, Capoocan, La Paz, Dulag, Mayorga, and Julita.

The declaration signals the dismantling of insurgency influence in the area and reflects the joint efforts of local governments, national agencies, security forces, peace partners, and residents in preserving order and stability.

Local chief executives from the 11 towns committed to sustain the peace gains through programs focused on good governance, community participation, youth empowerment, and local development.

Board Member Mildred Joy Que, representing Leyte Governor Jericho “Icot” Petilla, credited uniformed personnel and local stakeholders for helping secure the milestone.

“The peace we celebrate today did not happen by accident; it was built because all these men and women in uniform were vigilant. They were courageous and of course, they are willing to serve even if no one is watching,” Que said.

The 8th Infantry Division of the Philippine Army said the achievement was not the work of the security sector alone, but the result of cooperation among government agencies, local officials, and communities that chose to stand for peace.

“Ito ay hindi lamang isang seremonya; ito ay makasaysayang pagkilala na ang mga pamayanan na ito ay nagtatamasa na ng matatag na kapayapaan, seguridad, at pagkakaisa bilang pundasyon ng tuloy-tuloy na pag-unlad,” the 8ID said.

The Army unit said it will continue supporting peace-building efforts to help ensure that the gains are preserved for future generations.

The SIPSC declaration is expected to help open the way for stronger local governance, socio-economic growth, and more sustained development across Leyte’s 2nd District.
