Navy probes reservist over remark wishing riot had deaths

Accountability mechanisms and institutional standards within the armed forces are under scrutiny as military authorities move to address conduct violations among non-regular personnel.

The Philippine Navy has launched a probe against a Navy reservist who posted on social media that he found a recent riot in Manila boring because no one died in the incident.

“An appropriate investigation will be conducted to establish his accountability,” Navy spokesperson Captain Marissa Martinez said, referring to Aristotle Quitana.

On Facebook, Quitana said the riot only involved the throwing of stones, adding there should have been deaths so the incident would be popular.

“Boring, walang patay. (Boring, no one died),” Aristotle said.

Martinez said the Navy “does not tolerate any remarks that incite violence or show disregard for human life.”

Such remarks, Martinez also said, “are contrary to the standards of discipline and core values expected of all Navy personnel, including members of the Reserve Force.”

Martinez also said Quitana will be meted sanctions if he is found to have violated military rules and regulations for making such remarks.

The possible sanctions include dishonorable discharge from the Navy reserve force, Martinez also added.

“The Philippine Navy remains committed to upholding the highest standards of discipline, accountability, and professionalism among all its personnel, whether in the regular or reserve force,” Martinez also said.
