LTFRB denies accreditation to GrabBike, Dingdong RiderKo over noncompliance

The Land Transportation Franchising and Regulatory Board (LTFRB) has rejected the accreditation applications of motorcycle taxi platform providers GrabBike and Dingdong RiderKo after finding that both firms failed to maintain active operations and meet regulatory standards under the ongoing pilot study.

Both platforms were previously granted operational authority to participate in the government’s motorcycle taxi pilot study covering Metro Manila and key urban centers nationwide.

Acting LTFRB Chairman Atty. Greg G. Pua Jr. revealed that a comprehensive agency review showed neither company demonstrated continuous operations or fulfilled ongoing reporting and compliance obligations during their authorized periods.

Pua cited Section 5 of Department Order No. 2026-006, issued by the Department of Transportation (DOTr), which governs motorcycle taxi platform accreditation.

“The Order expressly provides that MTPPs whose previous pilot authority lapsed, expired or was not maintained through active participation and compliance are excluded from the coverage of the Order,” Pua said.

The regulator noted that the ruling aligns with President Ferdinand R. Marcos Jr.’s standing directive to ensure that only fully compliant public utility vehicle (PUV) and transport service operators are authorized to service Filipino commuters.

“For this reason, the Board is constrained to deny your application for accreditation as a Motorcycle Taxi Platform Provider,” the LTFRB stated in its formal letters to both companies.

Emphasizing that operating authority remains a privilege tied to continuous compliance rather than an absolute right, Pua urged remaining motorcycle taxi providers to strictly observe all DOTr and LTFRB regulations to safeguard commuter safety and service reliability.
