Lazaro: Pax Silica Key to Propelling Philippines Up the Global Tech Supply Chain

The Department of Foreign Affairs (DFA) reaffirmed its strong backing for the Pax Silica Project, framing the initiative as a cornerstone for enhancing the Philippines’ economic resilience and elevating its standing in the global tech ecosystem.

Addressing attendees at the CSIS Manila Strategy Forum 2026 in Parañaque City, Foreign Affairs Secretary Ma. Theresa Lazaro highlighted the strategic importance of the venture in helping the country build a robust, secure economic foundation.

Lazaro explained that the Pax Silica Project offers a pathway for the Philippines to climb higher in the international technology value chain, transitioning away from relying primarily on raw material exports.

By leveraging the initiative, the nation aims to cultivate high-tech sectors, including advanced semiconductor packaging, critical mineral processing, artificial intelligence (AI) and other emerging technology industries.

According to Lazaro, establishing these high-value capabilities will directly enhance job quality for Filipino workers as the domestic economy takes on increasingly complex roles within global supply networks.

The project is designed to draw substantial foreign capital into the country, providing new avenues for local enterprises to engage in advanced manufacturing and digital technology. 

Lazaro previously noted that seven nations have already indicated interest in channeling investments into the Philippines through the Pax Silica framework, with additional international partners expected to follow.

The DFA chief indicated that this swelling investor interest is set to yield expanding employment opportunities and broader industrial capacity across the country.

Ultimately, the DFA views the Pax Silica Project as a dual-purpose vehicle to fortify national economic security while establishing the Philippines as a prominent, competitive actor in tomorrow’s global tech landscape.
