At least 10 members of the House of Representatives filed House Resolution 1562 urging President Ferdinand Marcos Jr. to declare Ambassador Jing Quan of the People’s Republic of China persona non grata.
The resolution likewise suggests that Jing should be recalled by the government of the PRC.
This action from the lawmakers stemmed from a statement by Jing that appears to convey a threat to the Filipino people.
“On October 15, 2026, when asked about Secretary of National Defense Gilbert Teodoro Jr.’s characterization of China a regional “troublemaker” Ambassador Jing Quan, speaking before reporters at the Diliman Dialogues in Quezon City, declared that it “If we want to use force, we may easily win. But no, we will not use force” further remarking that the Philippines should consider itself fortunate to have Chuna as a neighbor, since Beijing would not resort to force because it loved peace,” the resolution said.
The Department of Foreign Affairs (DFA) said that the remarks seemed to convey a “thinly veiled threat of the use of force” while President Ferdinand Marcos emphasized that it “sounds very much to me like a threat,” and announced that he would summon Ambassador Jing to Malacanang.
Sec. Teodoro also rejected suggestions that Ambassador Jing had misspoken, saying that “tinatakot tayo.”
Earlier, the DFA summoned Jing to convey the Philippines’ strong objection to his remarks, which Foreign Affairs Secretary Thereza Lazaro described as “provocative” and “unacceptable.”
The resolution was authored by Lanao del Sur 1st District Rep. Zia Alonto Adiong, Zamboanga del Norte 3rd District Rep. Adrian Michael Amatong, Dinagat Islands Rep. Kaka Bag-ao, Akbayan party-list Rep. Percival Cendaña, Mamamayang Liberal party-list Rep. Leila de Lima, Akbayan party-list Rep. Chel Diokno, Akbayan party-list Rep. Dadah Kiram Ismula, Albay 1st District Rep. Cielo Krisel Lagman, Pinoy Workers party-list Rep. Karl Fernandez Legazpi and Las Piñas Rep. Mark Anthony Santos.
Sen. Erwin Tulfo and Risa Hontiveros have also filed separate resolutions urging the government to declare Jing persona non grata.
