Korean Fugitive Wanted For Fraud Arrested In Angeles City

Authorities arrested a 44-year-old Korean fugitive in Angeles City, Pampanga, who is wanted in South Korea for alleged fraud and is the subject of an Interpol Red Notice.

The Criminal Investigation and Detection Group-National Capital Regional Field Unit, together with the Bureau of Immigration-Fugitive Search Unit, Korean National Police Agency, Department of Justice-Office of Cybercrime, and Police Regional Office 3, implemented BI Mission Order No. 2026-228 in Barangay Balibago at around 11:35 p.m. on June 28.

CIDG Director PMGen. Robert AA Morico II said the arrested fugitive, identified only as “Park,” is the subject of Watchlist Order No. 2026-563 dated May 15, 2026 for being an undesirable alien and a fugitive from justice.

Authorities said the BI mission order stemmed from an Interpol Red Notice published on May 7, 2026 in connection with an arrest warrant issued by the Busan District Court in South Korea for fraud.

The case involves alleged violations of Article 15-1 of South Korea’s Special Act on the Prevention of Loss Caused by Telecommunications-Based Financial Fraud and Refund for Loss.

According to authorities, Park and several accomplices allegedly operated a “no-show” and proxy purchase scam in South Korea.

Park allegedly posed as a businessman and lured seven victims into purchasing goods on his behalf with a promise of reimbursement. The victims allegedly made 24 separate transactions, resulting in losses of around KRW 170 million.

Authorities said the “no-show and proxy purchase” scam is an organized fraud scheme in South Korea that targets small business owners, particularly restaurants, caterers, and suppliers.

Under the scheme, scammers allegedly pose as government officials, corporate executives, or businessmen, place large fake orders, and then trick business owners into wiring money to a fake vendor.

The Bureau of Immigration said Park arrived in the Philippines on December 12, 2025 as a temporary visitor. He is now considered an overstaying alien.

Morico commended CIDG-NCR chief PCol. John K. Guiagui and the participating local and foreign agencies for the operation.

The CIDG said the arrest showed strengthened coordination between Philippine and South Korean authorities in pursuing foreign fugitives and persons wanted for crimes abroad.
