The Department of Information and Communications Technology (DICT) on June 23 launched digital identification cards for delivery riders as part of efforts to strengthen consumer protection, curb fraud, and formally recognize legitimate messengerial workers.
The initiative is under Phase 2 of the Private Express and Messengerial Delivery Service (PEMEDES) Licensing Portal, which introduced the Messenger Work License (MWL) virtual ID at the DICT Central Office in Quezon City.
DICT said the system is intended to professionalize the delivery sector by improving accountability, reliability, and regulatory compliance among riders and operators.
“Every delivery matters. Every rider deserves recognition. Through the PEMEDES Licensing portal, we are making delivery services more professional, more accountable, and more secure for everyone,” DICT Secretary Henry R. Aguda said.
Developed by the DICT Management Information Systems Service (MISS), the platform serves as the government’s centralized system for regulating express and messengerial delivery services.
It allows riders and operators to register online, submit requirements, undergo identity verification, and secure a digital ID.
The system is integrated with the Philippine Statistics Authority (PSA) e-Verify and the National ID system, using facial recognition, QR-enabled identification, and AI-assisted document processing to streamline verification and speed up approvals.
The launch was attended by logistics and delivery stakeholders, including the Private Express and Messengerial Association of the Philippines (PEMAP) and major courier and delivery firms such as Go21, Foodpanda, LBC Express, Angkas Padala, Flash Express, JoyRide, PH Global Jet Express Inc., PureRide, Fastrust, Exmer Inc., and STO Express.
DICT said the portal provides messengers with official identification and a standardized compliance system for operators, while enhancing consumer trust through verified credentials.
The agency said the PEMEDES platform is part of its broader push toward a “secure, trusted, and digitally empowered Philippines” through technology-driven public services.
