Convicted Ex-Cop Dumlao Moved To Bilibid Over Jee Ick Joo Killing

The Philippine National Police (PNP) has transferred dismissed police Lt. Col. Rafael Dumlao to the Bureau of Corrections to begin serving his sentence for the 2016 killing of Korean businessman Jee Ick Joo.

The PNP Criminal Investigation and Detection Group said Dumlao was turned over on Wednesday to the New Bilibid Prison in Muntinlupa City, a day after he was arrested in Quezon City.

The transfer was made pursuant to a June 9 Court of Appeals order directing the execution of Dumlao’s prison sentence.

“The convicted accused was duly received by the Reception and Diagnostics Center of the New Bilibid Prison,” the CIDG said.

The CIDG said the appellate court’s mittimus order formally moved Dumlao from police custody to the correctional system.

“The Court of Appeals’ issuance of the Mittimus Order serves as the formal directive executing his prison sentence, effectively shifting custody from law enforcement to civil corrections,” the CIDG said.

Dumlao was arrested by CIDG operatives last Tuesday morning at a house in Barangay Pasong Tamo, Quezon City, based on an arrest warrant issued by the Court of Appeals in 2024.

The appellate court had reversed an Angeles City trial court ruling that acquitted Dumlao in connection with Jee’s killing.

Jee was kidnapped in 2016 and brought to Camp Crame, where he was strangled to death. His body was later cremated, and his ashes were flushed down a toilet.

After overturning the acquittal, the Court of Appeals sentenced Dumlao to reclusion perpetua, or up to 40 years in prison.

Dumlao appealed the ruling before the Supreme Court, but the high court denied his petition in June last year, effectively affirming his conviction.
