CFO, Pag-IBIG eye retirement housing for returning OFWs

State-backed socialized financing mechanisms, land acquisition protocols, and long-term reintegration infrastructure are undergoing structural review as government authorities move to institutionalize specialized housing programs for returning overseas workers.

The Commission on Filipinos Overseas (CFO) and Pag-IBIG Fund are exploring a continuing care retirement initiative that would provide returning overseas Filipinos with housing, specialized health care and long-term financial security.

CFO Chairman Dante Ang II met with Pag-IBIG Fund Chief Executive Officer Marilene Acosta to discuss ways to support overseas Filipinos planning to return to the Philippines for their retirement.

Acosta said Pag-IBIG Fund is ready to evaluate financing options for land acquisition and housing development, citing its Group Land Acquisition and Development program as a possible funding mechanism.

The initiative could build on the CFO’s partnership with the Atikha Overseas Workers and Communities Initiative, a nongovernment organization promoting the Continuing Care Retirement Community (CCRC) model.

Unlike traditional care facilities, CCRCs are designed as integrated communities that allow retirees to remain productive, socially connected and secure as they age.

The pilot phase is planned for San Pablo City, Laguna, with the CFO eyeing its expansion to key regions nationwide.

The CFO and Pag-IBIG Fund are also considering aligning the initiative with the government’s Pambansang Pabahay Para sa Pilipino (4PH) program to improve land use, increase building efficiency and streamline socialized financing options.

“Beyond supporting overseas Filipinos as they cross borders, the CFO recognizes the importance of ensuring a stable, secure foundation for their return or retirement,” Ang said.
