The Commission on Filipinos Overseas (CFO) and the Muntinlupa City government have signed an agreement to strengthen engagement with overseas Filipinos through the BaLinkBayan project.
The Memorandum of Understanding was signed on June 2, 2026, by CFO Chairperson and Secretary Dante “Klink” Ang II and Muntinlupa City Mayor Rozzano Rufino “Ruffy” Biazon, with officials from both institutions serving as witnesses.
Under the partnership, the CFO will provide and facilitate the BaLinkBayan online portal, which will allow Muntinlupa City to connect with overseas Filipinos and non-resident Filipinos while making local government services more accessible to them.
The CFO said BaLinkBayan is a one-stop online platform under its Diaspora to Development Program that helps overseas Filipinos reconnect with the Philippines through opportunities in philanthropy, medical missions, tourism, business, and investments.
The portal also provides information and guidance to overseas Filipinos who want to invest in or support development initiatives in their home communities.
The CFO said the partnership forms part of efforts to strengthen ties between local governments and the Filipino diaspora while encouraging greater participation in nation-building and local development.
