A resolution has been filed in the House of Representatives recognizing the Maritime Industry Authority (MARINA) and Philippine Maritime Attaché Sharon De Chavez-Aledo for the country’s recent victory in the International Maritime Organization (IMO).
House Resolution No. 991, was filed to commend Philippine officials for securing the chairmanship of the IMO’s Sub-Committee on Human Element, Training and Watchkeeping (HTW).
In filing the measure, 1Tahanan Party-list Rep. Nathaniel Oducado described the development as a significant achievement for the Philippines, saying a Filipino now leads a major international body responsible for setting global standards for seafarer training and maritime safety.
According to the resolution, the HTW Sub-Committee plays a crucial role in crafting international policies on the training, certification, and watchkeeping of seafarers, directly influencing maritime operations and worker welfare worldwide.
The lawmaker noted that the victory reflects how far the country’s maritime sector has progressed in recent years.
“In 2022, Filipino seafarers were facing the threat of a ban from the European Union. Less than five years later, the Philippines is now helping lead the international body that sets standards for the maritime industry,” Oducado said.
The resolution stated that De Chavez-Aledo secured the post after receiving 53 votes, defeating the candidate from the United States who garnered 37 votes.
Oducado said the achievement was the result of years of reforms, diplomatic work, and the continued professionalism of Filipino seafarers deployed across the globe.
The resolution also recognized the efforts of MARINA officials and the Philippine Embassy in London, particularly the role played by Philippine Ambassador to the United Kingdom Teodoro Locsin Jr. in supporting the country’s campaign for the position.
He likewise acknowledged MARINA Administrator Sonia Malaluan for helping build international support for the Philippine bid.
“We also recognize our seafarers whose hard work and integrity earned the trust of the international community,” he said.
The resolution emphasized that the Philippines remains one of the world’s top suppliers of seafarers, with Filipino maritime workers continuing to play a vital role in global shipping and trade.
Oducado said the victory highlights the importance of sustained investments in maritime education, training, and governance, adding that government support remains crucial in helping Filipinos excel in the global stage.
“This is a milestone not just for the maritime sector but for the entire country,” he said. “When we invest in our people, we create opportunities for them to lead.”
The resolution also called on the House of Representatives to formally recognize the achievement and reaffirm the country’s commitment to maritime excellence and the welfare of Filipino seafarers.
