NBI Arrests 2 in Illegal Quarrying Operation in Rizal

The National Bureau of Investigation–Rizal District Office (NBI-RIZDO) arrested two individuals involved in an illegal mining operation in Baras, Rizal.

The operation stemmed from a request by the Baras local government, which reported unauthorized quarrying activities in Barangay San Salvador. Municipal records confirmed that no permits or documents had been issued to authorize such operations.

Certifications from the Department of Environment and Natural Resources–Mines and Geosciences Bureau Region IV-A (DENR-MGB IV-A) and the Provincial Mining and Regulatory Board–Rizal (PMRB-Rizal) likewise stated that no permits had been granted for mineral extraction in the area.

NBI agents conducted an investigation that confirmed the existence of the illegal quarrying activity, a violation of Section 103 (Theft of Minerals) of Republic Act No. 7942, or the Philippine Mining Act of 1995.

The suspects were arrested on April 25, 2026. Authorities also seized two backhoes and a mini dump truck at the site.

The suspects have been presented to the Office of the Provincial Prosecutor–Rizal for inquest proceedings, while the confiscated equipment remains under the custody of the Baras local government.
