Palace Warns vs NCAP Operational Hitches Orders Focus On Public Welfare

President Ferdinand R. Marcos Jr. has directed government agencies and local government units (LGUs) to immediately address operational hitches in the expanded No-Contact Apprehension Policy (NCAP) to avoid causing unnecessary public confusion and inconvenience.

Speaking at a press briefing at the Orchard Hotel in Singapore on Friday, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro stated that Metropolitan Manila Development Authority (MMDA) Chairman Don Artes has begun coordinating with LGUs enforcing traffic rules across key Metro Manila arteries, including EDSA, Roxas Boulevard, Commonwealth Avenue, and Ortigas Avenue.

“Ang nais ng Pangulo, ang laging utos ng Pangulo, hindi dapat magdusa ang ating mga kababayan sa mga isyung kaya namang iresolba,” Castro said.

Castro explained that LGUs are coordinating camera placements and enforcement protocols with the MMDA to prevent overlapping surveillance or duplicate citations along national and local roads.

While emphasizing that all motorists must obey traffic rules under both physical enforcement and automated camera systems, Castro stressed that the administration is prioritizing operational clarity and fairness.

“Pero, kung maipapakita ang maaaring maidudulot na confusion patungkol sa pagpapatupad ng NCAP, dapat busisiing mabuti ito dahil kapag hindi naayos ang anumang issue patungkol dito, mga kababayan din natin ang magdurusa,” she added.

The resumption of camera-based traffic enforcement took effect in select Metro Manila cities on October 5, 2026, following the Supreme Court’s dismissal of petitions challenging the policy and the lifting of its 2022 temporary restraining order (TRO).
