Land Bank of the Philippines (LANDBANK) has extended a P155-billion Bilateral Term Loan Facility to the Power Sector Assets and Liabilities Management Corp. (PSALM). Acting as the sole lender and arranger, the state-run bank is providing PSALM with increased financial flexibility to satisfy critical energy-sector obligations while reinforcing the national government’s power-sector reform program.
This transaction deepens a strategic partnership spanning nearly two decades. LANDBANK has provided substantial financial backing to PSALM in recent years, including P110 billion in syndicated term loans in 2024 and an additional P100 billion in 2025. This latest funding expands that assistance to support PSALM’s ongoing mandate of managing liabilities tied to the nation’s energy assets.
Alongside the financing package, PSALM was officially onboarded to LANDBANK’s Link.BizPortal digital payment platform. This integration allows electric cooperatives, power distribution companies, and other authorized payors to settle Universal Charges online. The digital facility aims to modernize the settlement process, streamline collections nationwide, and enhance overall operational efficiency, transparency and accountability across the power sector.
Highlighting the impact of the dual initiative, LANDBANK President and Chief Executive Lynette V. Ortiz noted, “at LANDBANK, we believe modernization must deliver real results for the public. Through this Agreement, we are strengthening the financial and digital foundations that support a reliable and sustainable energy sector.”
PSALM President and Chief Executive Dennis Edward A. Dela Serna reaffirmed the strong history of cooperation between the two state entities, “LANDBANK has always been with PSALM since the very beginning.
