Aboitiz InfraCapital to Invest P4.53B in Bohol-Panglao Airport Upgrade

Aboitiz InfraCapital Bohol Airport Corporation (ABAC) is investing P4.53 billion to modernize and expand the Bohol-Panglao International Airport (BPIA) under a 30-year public-private partnership (PPP) concession agreement. The project covers comprehensive upgrades to both airside and landside facilities, terminal expansion and infrastructure enhancements designed to accommodate rising passenger traffic as Bohol’s tourism economy grows.

BPIA General Manager Aldwin Uy noted that the multi-billion-peso investment reflects ABAC’s long-term commitment to preparing the province for its future connectivity needs. While the capital will be deployed throughout the concession period, initial works have centered on restoring critical airport systems, improving operational reliability and elevating the overall passenger experience.

Early phased improvements include the restoration of elevators, repairs to baggage carousels, preventive maintenance on passenger boarding bridges, assessments of uninterruptible power supply systems and recalibrations of weighing scales. To strengthen safety and readiness, ABAC has conducted runway rubber removal, friction testing, fire protection system audits, and facility inspections. Furthermore, passenger services have been boosted with additional terminal seating, improved wayfinding signage, frontline customer service training, dedicated feedback management and progress toward terminal fee integration.

BPIA has also upgraded its infrastructure to accommodate larger aircraft and is now Airbus A330-ready, paving the way for expanded international routes. Operational safety and emergency preparedness were put to the test in May 2026 through BEACON 2026, a full-scale exercise involving airlines, local government units and emergency responders to refine crisis response and recovery protocols.

Since ABAC assumed operations and maintenance, BPIA has served over 2.16 million passengers, solidifying its role as the province’s main air gateway. The company continues to collaborate with local tourism and business stakeholders to open new flight connections and drive regional economic development.

“Public-private partnership allows us to combine long-term planning with responsive day-to-day operations,” Uy said. “Beyond fulfilling our commitments under the concession, we continue to invest in improvements that strengthen safety, enhance the passenger experience and prepare Bohol-Panglao International Airport to support the province’s continued growth.”
