LTFRB Summons 34 PUV Operators Over Alleged Participation In INC Rally

The Land Transportation Franchising and Regulatory Board has ordered 34 public utility vehicle operators to explain why they allegedly joined the Iglesia Ni Cristo rally at the EDSA People Power Monument instead of serving commuters.

In a statement Wednesday, the LTFRB said it issued show cause orders against operators of buses and UV Express units. The agency did not identify the operators.

The LTFRB said it respects the right to peaceful assembly, but stressed that PUV operators have a public-service obligation to provide transportation to commuters.

The agency said the operators’ alleged failure to deploy their units on Tuesday reduced the availability of public transportation for thousands of passengers.

The operators were directed to explain why their certificates of public convenience should not be suspended or revoked for allegedly violating LTFRB Memorandum Circular No. 2011-004.

The circular prohibits PUV operators from suspending operations as a form of protest against any government decision or action.

It also bars operators from allowing or authorizing their personnel to join activities that are prejudicial to the riding public, including actions that disrupt transport services through intimidation, coercion, or violence.

A hearing has been scheduled for July 9, 2026.

The INC-led rally at the EDSA People Power Monument continued for a second day after organizers secured a permit from the Quezon City government.
