With the 2028 national elections fast approaching, Senator Robinhood “Robin” Padilla renewed his push for the passage of Senate Bill No. 608, known as the Hybrid Election Act, aimed at strengthening public confidence in the electoral process.
The proposed law seeks to implement a Hybrid Election System (HES), combining manual voting and precinct-level counting with electronic transmission and canvassing of results. Proponents say the system balances transparency and efficiency while allowing citizens to witness vote counting firsthand.
Padilla emphasized that the upcoming elections will not only determine the next generation of leaders but also test the credibility and resilience of Philippine democracy. He cited concerns over technological vulnerabilities, cybersecurity threats, artificial intelligence-driven misinformation, and public skepticism toward fully automated processes.
“While the 2028 elections draw near, it is more important than ever to ensure that every Filipino trusts how votes are cast and counted,” Padilla said. “Accurate results are not enough. Citizens must also understand how those results are reached. In democracy, truth matters, but trust matters even more.”
Since automated elections were first implemented in 2010, transmission glitches, technical errors, and questions about transparency have repeatedly sparked public doubt. Under the HES, ballots would continue to be cast and counted manually in full view of accredited watchers, political parties, and citizens, with electronic transmission used only to consolidate and canvass results swiftly.
“The goal is simple: let people see their votes counted while maintaining the speed and efficiency of modern technology,” Padilla said. “When voters witness the process, doubts are reduced, and confidence in the outcome grows.”
Padilla also stressed that reforms must be enacted well before the elections to allow adequate testing, public education, and institutional readiness.
“This is not a solution to be applied after the election. Reforms must begin now to safeguard the integrity of our electoral system,” he said.
The senator underscored that the proposed law is ultimately about protecting the sanctity of every Filipino vote. “In 2028, millions of Filipinos will decide the country’s future. They have the right to be confident that every vote is counted accurately, transparently, and fairly,” he said. “The most important asset in an election is not the machines, but the trust of the people. That is what this measure aims to preserve.”
