PNP, FDA, NMIS Bust Unlicensed Meat Facility; P4.5M Worth of Products Seized

The Philippine National Police (PNP), led by PGen. Jose Melencio C. Nartatez Jr., intensified its crackdown on food safety violations following a joint operation with the Food and Drug Administration (FDA) and the National Meat Inspection Service (NMIS) that resulted in the arrest of two individuals and the seizure of approximately ₱4.5 million worth of suspected unsafe frozen meat products in Bacolor, Pampanga.

The operation, conducted from June 18 to 19, 2026, was carried out by the Regional Special Operations Group of the Regional Intelligence Division 3 (RSOG-RID3) under Police Regional Office 3, in coordination with FDA Regional Field Office 3, NMIS Region 3, the Bacolor municipal government, and the Bacolor Municipal Police Station.

Authorities targeted a meat processing facility in Barangay Calibutbut, allegedly operating without the required FDA License to Operate.

The establishment’s registered owner and production manager were arrested for violations of Republic Act No. 10611 or the Food Safety Act of 2013, and Republic Act No. 9296 or the Meat Inspection Code of the Philippines, as amended.

During inspection, authorities confiscated around 40 tons of assorted frozen beef, pork, and chicken products valued at ₱4.5 million. Initial findings showed that some items had already expired and were allegedly being repackaged or recycled for distribution, posing potential health risks to consumers.

The facility was temporarily shut down pending further investigation and regulatory action. The suspects remain in the custody of RSOG-RID3 for documentation and disposition of charges.

PNP Chief Nartatez said the operation underscores the agency’s commitment to public safety through inter-agency enforcement.

“Our responsibility goes beyond law enforcement—we must also protect the public from unsafe products. This operation reflects our continued cooperation with regulatory agencies to stop activities that endanger consumers,” he said.

He added that the PNP will strictly enforce food safety laws in line with efforts under the administration of President Ferdinand R. Marcos Jr.

The PNP said the operation is part of its broader push for a “Bagong PNP para sa Bagong Pilipinas,” focused on faster, more accountable, and people-centered policing.
